Having the OS being updatable from the disc drive wasn't a problem for microsoft with the 360, you can order a disc with the latest updates so that people who don't connect to the internet can get them. besides, how on earth would you make it not updatable from the disc drive? It all goes through the same RAM you know.
Yes the OS would be flashed into the system during manufacture, but if you're stockpiling thousands of motherboards, you're likely to get a newer version of the OS during that, especialy during the run up to launch when the software is still being developed and tested. Do you reflash each individual system yourself, or do you just throw a cheap disc in the box and put a line in the instruction manual telling people to run the startup disc first.
They can't rely on people connecting to the net, because not everyone will - fact. LOADS of people probably won't connect for a few months, because there are no online games around launch and you need an adapter and a cable to connect if you don't have a wireless router (most people).
